Non-ACA Health Insurance Options in Wyoming (2026)

Not everyone in Wyoming is best served by a Marketplace plan. Here are the non-ACA options available here, with an honest look at what they do and don’t cover.

Non-ACA options in Wyoming

Health care sharing ministries operate legally in Wyoming. State law treats them as outside the insurance code if they are faith-based, tax-exempt nonprofits with independent annual audits and they give you a written notice that the arrangement is not insurance.

That notice matters. Sharing is voluntary, no one is required to pay your bills, and you stay personally responsible for your medical costs, even if the ministry closes. Ministries can also limit sharing for pre-existing conditions and have their own faith or lifestyle rules.

Wyoming also allows direct primary care agreements, where you pay a flat fee to a primary care practice for routine care. They are not insurance and will not pay for a hospital stay, so people who use them usually pair them with a separate plan for major medical costs.

Health care sharing ministries

Wyoming law exempts health care sharing ministries from the state insurance code if they are tax-exempt, faith-based nonprofits with independent annual audits that give members a written notice saying the arrangement is not insurance. That notice also says sharing is voluntary and you remain personally responsible for your bills.

Other options

Wyoming law also treats direct primary care agreements (a flat periodic fee paid to a provider for a set of services) as outside the insurance code; these agreements must state they are not health insurance.

The trade-offs to understand

Health sharing programs are not insurance. Members share medical bills under the program’s guidelines, and payment isn’t guaranteed. Most limit or exclude pre-existing conditions for a period, and they don’t qualify for premium tax credits.

Fixed indemnity and similar plans pay set dollar amounts for specific events rather than covering your bills, so they work best as a supplement. Before choosing any non-ACA option, compare it against what you would actually pay for a Marketplace plan after subsidies.

Yes. Wyoming law exempts them from the insurance code if they are faith-based, tax-exempt nonprofits with independent annual audits. They must give you a written notice that they are not insurance and that you remain responsible for your own bills.

It carries real risk. Payments are voluntary, there is no guarantee your bills will be shared, and state insurance consumer protections do not apply. It may work for some healthy people, but it is not a substitute if you need guaranteed coverage.

Yes. Wyoming law allows direct primary care agreements and keeps them outside the insurance code. They must say they are not health insurance, so you would still want a plan for hospital and specialist costs.
