Non-ACA Health Insurance Options in Nebraska (2026)

Not everyone in Nebraska is best served by a Marketplace plan. Here are the non-ACA options available here, with an honest look at what they do and don’t cover.

Non-ACA options in Nebraska

Health care sharing ministries operate in Nebraska, but state law says they are not insurance. Members share bills with each other, nobody is legally required to pay your claim, and you are considered uninsured. Most ministries have faith requirements and limits on pre-existing conditions.

Nebraska Farm Bureau Health Plans have been available to Farm Bureau members since October 2024. They are self-funded plans allowed under a state law for nonprofit farm groups, they are not regulated as insurance, and applicants answer health questions and are priced individually. Farm Bureau says they can cost much less than unsubsidized ACA plans, but a person with health problems may be charged more or turned down.

The trade-off is the same for both: lower monthly cost for healthy people in exchange for fewer guarantees. If you qualify for premium tax credits, a Marketplace plan may cost less after subsidies, and it has to cover pre-existing conditions.

Health care sharing ministries

Nebraska law (section 44-311) says a health care sharing ministry is not insurance if it meets conditions such as being a tax-exempt religious nonprofit, sharing costs directly between members and getting an annual outside audit. Every application must carry a notice that members are considered uninsured, that no one is required to pay their bills and that the Department of Insurance does not regulate the ministry.

Farm Bureau health plans

Since October 1, 2024, Nebraska Farm Bureau members can apply for Nebraska Farm Bureau Health Plans, self-funded benefit plans allowed under a state law for nonprofit agricultural groups. They are not insurance and do not follow ACA rules: applicants are medically underwritten and priced individually, and enrollment is open all year.

Other options

For 2026, federal rules widened who can buy a catastrophic plan, but Nebraska insurers chose not to offer that coverage.

The trade-offs to understand

Health sharing programs are not insurance. Members share medical bills under the program’s guidelines, and payment isn’t guaranteed. Most limit or exclude pre-existing conditions for a period, and they don’t qualify for premium tax credits.

Fixed indemnity and similar plans pay set dollar amounts for specific events rather than covering your bills, so they work best as a supplement. Before choosing any non-ACA option, compare it against what you would actually pay for a Marketplace plan after subsidies.

Yes. Nebraska law says a qualifying ministry is not insurance. Its materials must tell you that you will be considered uninsured, that nobody is required to pay your bills and that the Department of Insurance does not regulate it.

No. It is a self-funded benefit plan allowed under a state law for nonprofit agricultural organizations, and it is not regulated as insurance. It uses medical underwriting, so your health can affect your price or whether you are accepted.

At its 2024 launch, the plan was administered by Farm Bureau Health Plans of Tennessee and used the UnitedHealthcare Choice Plus network. It is sold only to Farm Bureau members through Farm Bureau Financial Services agents.
