Bridging to Medicare in Nebraska

If you retire before 65, you need coverage until Medicare starts. Most early retirees in Nebraska use Marketplace plans, and with the enhanced subsidies gone, income above 400% of the poverty level means no premium tax credit in 2026. Premiums also climb with age, so a 62-year-old pays far more than the $710 average KFF lists for a 40-year-old.

Income planning matters more now. Retirement account withdrawals, pension income and capital gains all count toward the income used for subsidies, so the way you draw money in a given year can decide whether you get help. Check with your tax adviser before the year is set.

If your retirement income is very low, Heritage Health Adult covers adults up to age 64 with income up to 138% of the poverty level. Early retirees who are not working should look at the 80-hour monthly rule, which volunteering can help meet, and the exemptions, such as caring for a person with a disability.

Why your income estimate matters so much

Marketplace subsidies are based on your modified adjusted gross income (MAGI) for the coverage year. For early retirees, that number is partly in your control: it depends on which accounts you draw from and when.

Withdrawals from traditional IRAs and 401(k)s count as income. Qualified Roth withdrawals generally don’t. For ACA purposes, MAGI also adds back tax-exempt interest and any Social Security benefits that aren’t taxed. A tax professional and a licensed agent working from the same income plan can make a large difference to what you pay.

Subsidies in 2026

The extra federal premium tax credits that began in 2021 expired at the end of 2025. The House passed a three-year extension in January 2026, but the Senate did not follow, so the original ACA rules apply for 2026. In Nebraska, premium tax credits now go only to households with income between 138% and 400% of the federal poverty level, and households above 400% get no help at all.

Most early retirees in Nebraska use a Marketplace plan until 65. If your income for the year is between 138% and 400% of the poverty level, you can get a premium tax credit. If it is at or below 138%, you may qualify for Heritage Health Adult instead.

Generally yes, unless you qualify for an exemption. Since May 1, 2026, most Heritage Health Adult members need 80 hours a month of work, volunteering, job training or school, or $580 in monthly earnings. Exemptions include having a medical condition that keeps you from working and caring for a person with a disability.

Yes. For 2026, there is no premium tax credit if your household income is above 400% of the federal poverty level. Retirement withdrawals and capital gains count toward that income, so plan the year's withdrawals with a tax adviser.
