Bridging to Medicare in Indiana

If you retire before 65 in Indiana, you need a plan to carry you to Medicare. Marketplace plans cannot turn you down or charge more for health conditions, but premiums do rise with age, and Indiana's 2026 rates went up by an average of 27.2%.

Your subsidy depends on the income you report, which for many retirees means withdrawals from retirement accounts, pensions and capital gains. With the enhanced credits gone, going even a dollar over 400% of the poverty level means no premium tax credit in 2026, so planning withdrawals carefully can matter a great deal. A tax adviser can help with that part.

If your income is very low in a given year, the Healthy Indiana Plan may cover you until you turn 65. From January 2027, adults on HIP who are not exempt must meet the monthly activity rule, so check whether an exemption, such as being medically frail or caring for a disabled person, applies to you.

Why your income estimate matters so much

Marketplace subsidies are based on your modified adjusted gross income (MAGI) for the coverage year. For early retirees, that number is partly in your control: it depends on which accounts you draw from and when.

Withdrawals from traditional IRAs and 401(k)s count as income. Qualified Roth withdrawals generally don’t. For ACA purposes, MAGI also adds back tax-exempt interest and any Social Security benefits that aren’t taxed. A tax professional and a licensed agent working from the same income plan can make a large difference to what you pay.

Subsidies in 2026

The extra federal premium tax credits that started in 2021 expired at the end of 2025. The House passed a three-year extension in January 2026, but it did not become law, so 2026 subsidies in Indiana follow the original ACA rules: help shrinks as income rises and stops for households above 400% of the federal poverty level. The Indiana Department of Insurance said the expected loss of the enhanced credits was a major reason insurers asked for large 2026 rate increases.

It depends on your income. With the enhanced credits expired, you can get a premium tax credit only if your household income is between 100% and 400% of the federal poverty level. Retirement account withdrawals and other income count, so plan them carefully.

Yes, they apply to HIP members ages 19 to 64 who are not exempt, starting January 1, 2027. Exemptions include being medically frail, caring for a person with a disability, or being in substance use treatment. Members renew every six months.

According to the state, coverage stops and you must reapply. During that time you also cannot get Marketplace financial help, so you would pay full price for a Marketplace plan. Keep records of your hours and report changes within 10 days.
