Short-term plans are not effectively available in Hawaii

Hawaii law caps short-term plans at under 91 days and bars insurers from selling or renewing one for anyone who was eligible to buy a Marketplace plan during an open or special enrollment period the year before. Since nearly everyone is eligible, insurers have stopped selling short-term plans in Hawaii. The federal government paused enforcement of its own four-month limit in August 2025, but that does not change Hawaii's stricter law.

Short-term health plans are effectively not available in Hawaii. State law caps them at under 91 days and bars sales to anyone who could have bought a Marketplace plan the year before, which covers almost everyone, so insurers stopped selling them.

The federal government relaxed enforcement of its own short-term limits in 2025, but Hawaii's law still applies here.

If you need coverage between jobs, use the 60-day special enrollment period after losing coverage to buy a Marketplace plan, or apply for Med-QUEST if your income is low. If you are starting a job with 20 or more hours a week, your new employer will generally have to cover you after four weeks.

What short-term plans are, and aren’t

Short-term plans are not ACA-compliant health insurance. Where they’re sold, insurers can ask about your health, decline to cover pre-existing conditions, and leave out benefits like maternity care, mental health care or prescriptions. They don’t qualify for premium tax credits.

They can make sense for a healthy person filling a short, known gap. For anyone with an ongoing condition, or who might qualify for subsidies, a Marketplace plan is usually the better choice.
