Hawaii plans we compare
What’s different about health insurance in Hawaii.
Every state runs its individual market a little differently. These are the rules that matter most if you buy your own coverage here.
Read the Hawaii FAQ- Only two insurers sell individual Marketplace plans for 2026: HMSA and Kaiser Permanente.
- The extra federal subsidies ended after 2025, so many people pay more in 2026, and help above 400% of the poverty level is mostly gone.
- Short-term health plans are effectively not sold in Hawaii because of a strict 2018 state law.
- Med-QUEST covers adults up to 138% of the poverty level, using Hawaii's higher poverty guidelines (about $2,112 a month for one adult in 2026).
- Hawaii's Prepaid Health Care Act requires most employers to cover employees who work 20 or more hours a week, which matters if you are weighing a part-time job.
- Open enrollment for 2027 runs November 1, 2026 to January 15, 2027; enroll by December 15 for a January 1 start.
However you got here, there’s a better plan than the first one you were offered.

Hawaii uses the federal Marketplace, so you apply through HealthCare.gov. Two insurers, HMSA and Kaiser Permanente, sell individual and family plans there for 2026.
Open enrollment runs November 1, 2026 to January 15, 2027. Pick a plan by December 15, 2026 if you want coverage to start January 1.
Two things happened at once. The extra federal subsidies expired at the end of 2025, and HMSA and Kaiser raised their 2026 rates by about 10% to 13% before subsidies.
