Bridging to Medicare in Georgia

Retiring before 65 in Georgia means bridging a few years to Medicare. Your main options are COBRA, Georgia's age-60 continuation rule if it applies to you, or a plan from Georgia Access, where most enrollees still get some subsidy.

Income planning matters more now. With enhanced credits gone, there is no subsidy at all once your household income passes 400% of the poverty level (about $62,600 for one person for 2026 coverage), and since 2026 there is no cap on repaying extra advance credits at tax time. Deciding when to take retirement account withdrawals or Social Security can change your premium a lot.

Georgia's Medicaid route is narrow for retirees. Pathways is limited to people with income at or below the poverty level who report 80 hours a month of qualifying activity, so it rarely fits someone who has simply stopped working.

Why your income estimate matters so much

Marketplace subsidies are based on your modified adjusted gross income (MAGI) for the coverage year. For early retirees, that number is partly in your control: it depends on which accounts you draw from and when.

Withdrawals from traditional IRAs and 401(k)s count as income. Qualified Roth withdrawals generally don’t. For ACA purposes, MAGI also adds back tax-exempt interest and any Social Security benefits that aren’t taxed. A tax professional and a licensed agent working from the same income plan can make a large difference to what you pay.

Subsidies in 2026

The enhanced premium tax credits expired on December 31, 2025, and Congress did not extend them. For 2026 coverage, help is again limited to households between 100% and 400% of the poverty level (about $62,600 for a single person), and the average Georgia enrollee's monthly cost after subsidies roughly doubled, from $74 in 2025 to $164 in 2026. Starting with the 2026 tax year, there is also no cap on paying back excess advance credits at tax time.

Georgia questions

It may if your employer has 20 or more workers and an insured group plan, and you are 60 or older when continuation begins. It does not apply if you leave voluntarily for reasons other than health, so a planned early retirement may not qualify. Check your plan's certificate or ask your employer.

For 2026 coverage, premium tax credits stop above 400% of the poverty level, about $62,600 for a single person, because the enhanced credits expired after 2025. Below that line the credit depends on your income and the local benchmark Silver price.

Only in narrow cases. Georgia did not fully expand Medicaid, and Pathways requires income at or below the poverty level plus 80 hours a month of qualifying activity like volunteering or job training. Many early retirees with savings will not fit.
