Buying coverage in Virginia

What’s different about health insurance in Virginia.

Every state runs its individual market a little differently. These are the rules that matter most if you buy your own coverage here.

Read the Virginia FAQ
  • Virginia runs its own Marketplace, and open enrollment for 2027 coverage runs November 1, 2026 to January 29, 2027.
  • New for 2027: Virginia Premium Savings adds state help on top of federal tax credits for incomes between 138% and 250% of the poverty level, while funds last.
  • The extra federal tax credits ended after 2025, and average pre-subsidy rates rose about 21.6% for 2026 with another 15.8% approved for 2027.
  • Cigna is leaving the Virginia Marketplace after 2026, so Cigna members must choose a new plan for 2027.
  • Virginia state continuation lets people at smaller employers keep group coverage for up to 12 months.
  • Short-term plans are capped at 3 months, and 6 months total in any 12-month period.

Open enrollment on Virginia's Insurance Marketplace runs from November 1, 2026 to January 29, 2027. Outside that window you need a qualifying life event, such as losing coverage, marriage or a new baby, to enroll.

It is a new state-funded program for 2027 Marketplace plans. If your household income is between 138% and 250% of the poverty level (about $22,025 to $39,900 for one person), it lowers your monthly premium after federal tax credits are applied. Funds are first-come, first-served, so enrolling early helps.

Yes. The enhanced premium tax credits expired at the end of 2025. The original ACA tax credits are still available for people who qualify, and Virginia's new state program adds help for some lower-income households in 2027.
